Oregon State Police Report

4-24: Angler check - McKenzie River. There were multiple violations detected during the patrol, 26 anglers were checked, 21 trout were seized, 5 citations for no angling license, 7 citations for unlawful take of trout, 8 citations for Angling Prohibited Method - Bait, 2 citations for Angling Prohibited Area and multiple warnings were issued. So far this year the compliance rate on the McKenzie River has been extremely low.

4-25: Angler check - about 75 anglers with a 100% compliance rate from the lower McKenzie to Carmen Diversion Reservoir. 12 anglers contacted at Clear Lake in one group. Four were under the age of 14; three were 14 and the rest were avid anglers who had bought licenses in prior seasons. Five of the subjects were cited for no 2009 angling license. The three 14 year olds were warned for no 2009 angling license.

5-2: During patrol of Trail Bridge Reservoir a boat was located on the lake that had a 5 year old girl aboard who had no life jacket. The father was cited for no Personal Floatation Device on child 12 years old and younger.

5-9: Patrol of the McKenzie River. At Leaburg Lake a father, mother and a child pulled up and started to leave. When asked to see their angling licenses, the son was obviously much older than 14 and the mother claimed he was 13. The mother had a difficult time doing the math to give the appropriate DOB. When asked how old he actually was and what grade he was in, the mother admitted he was of age. The son was cited for No 2009 angling license.

5-9: Upper McKenzie River - checked two anglers who were 15 and 17 years old and with the parents of one of the anglers. When starting to explain citations would be issued and preventing the mother from retaining a wild fish as she landed it - she became very upset started to scream. She threw her fishing tackle and pole into the parking lot from the elevated rocks she was on. The 15 and 17 year olds were cited for no 2009 angling license.

5-9: Upper McKenzie River - contacted an angler who was driving a Washington plated car. The angler offered his DL when asked for his angling license. His DL was issued in WA 10 years earlier and his OR license was a resident license. After a conversation he was cited for unlawful possession of a falsely applied for 2009 resident angling license.

5-16: Angler check at Blue River Reservoir. Three were residents of Washington and had been since 2006. However, they had all been buying resident angling and shellfish licenses for several years in an effort to "Save money." The father of a 15 year old boy was cited for both possession of a falsely applied for resident angling/shellfish license and aiding/counseling in a game violation for the 15 year old's resident license. A 22 year old male was cited for possession of a falsely applied for resident angling/shellfish license. They were allowed to keep the 7 trout they had caught that day.

5-16: Vehicle stop for a traffic violation in Blue River. The driver made a quick turn in an attempt to enter his residence prior to contact. The driver was found to be DWS and also had an outstanding felony warrant from state parole and probation with no bail for parole violation. He was cited for DWS and lodged in the Lane County jail on the warrant.

5-23: Angler check on the McKenzie River below Leaburg. A party of two males and one female were angling - one with a fishing pole and the other two with pop cans wrapped with line. They were contacted as they landed a trout and asked to see their angling licenses. One of the males ripped the hook out of the trout's mouth and threw it about 10 feet back into the river and walked away. Contacted again and asked to see his license, he advised he had left it at home. A check through dispatch revealed no 2009 angling license and a warrant for DUII, Lane County bail of $10,000 with a caution the subject has made threats to stab and kill police if contacted. The suspect was taken into custody without incident but a knife was removed during a search. Contact with others in the group revealed the other male, who is a Washington resident, had a weight attached well below both hooks. He was in possession of a falsely applied for resident angling license and the female also had no 2009 license. Citations for possession of falsely applied for resident angling license, weight attached below hooks, no non-resident angling license and no angling license were issued. The warrant suspect was lodged in the Lane County jail.

5-23: Angler and boater check on Trail Bridge Reservoir and the upper McKenzie River. Three were cited for No 2009 angling license, one cited for no life jacket, and two warned for no life jacket. After contacts with the boaters at Trail Bridge, a large camp of extremely intoxicated campers were contacted and warned for noise.

5-23: Patrol of the Cougar Reservoir area on USFS Road 19 - came around a sharp corner to see a man crash/abandon his bicycle in the middle of the NB lane of travel and run into the woods naked. The subject was located hiding in the trees and told the Troopers he was naked because his pants were wet. The USFS LEO was contacted and passed on information that the subject had quickly departed the hot springs after he became aware of law enforcement presence. The subject was cited and released for Criminal Trespass II. Later a large group of subjects were contacted camping in a no camping area. 5 were cited for MIP of alcohol by consumption, 2 cited for UPCS less than an ounce of marijuana. The campers were told to vacate the area the next morning.

5-24: Patrol followed a car on the USFS Road 15 that failed to drive within lane. The vehicle was stopped on highway 126E near milepost 43.The driver, who has been cited multiple times in the recent past for open container, showed signs of intoxication. The driver failed SFST's and was taken to Springfield PD where he submitted a breath sample of BAC .10% about 2 hours after the stop. The driver was also found to be in possession of less than an ounce of marijuana. Driver was cited and released for DUII and UPCS less than an ounce of Marijuana. The vehicle, female passenger, and an infant passenger were released to family at the scene.
